Founded by the leaders of the Phoebe Hearst Elementary School PTA, Capital City opened in September 2004. Implementing the Expeditionary Learning Outward Bound model, teachers lead students on "learning expeditions" designed to stimulate their natural curiosity, and to encourage creativity and critical thinking. Teachers meet individual learning needs both academically and through a social skill curriculum known as Responsive Classroom. Finally, Capital City has integrated arts instruction throughout their program to provide multiple enrichment opportunities and to further enhance productive, respectful social interaction among students. Capital City was chartered by the D.C. Public Charter School Board in 1999.
